The place where water shows inside is not always the place where it entered. The tile covering sheds water first, and the underlayment beneath it is a secondary barrier. Water that gets through that layer can reach the deck or the rooms below.
The stain on your ceiling is where the search starts, not where it ends. We treat it as one piece of information and work outward from there.
On the roof we begin with the tile above and around the area you reported inside. We look for cracked, broken, or missing pieces. Loose or slipped tile is part of the same repair work.
We also look at the flashing, which is the metal that seals roof-to-wall, chimney, and valley transitions. Metal there can leak while the tile around it still looks sound. So the search covers those joints as well as the tile above the reported area.

Two layers keep water out of a tile roof, and only the top one is visible from the street. Underlayment is the waterproof layer beneath tile or shingle, and it sits between the covering and the deck. So we check that hidden layer when we look for the source of a leak.
We lift tiles near the suspected leak to inspect the underlayment and decking. The damage may be confined to a small area or extend farther beneath the tiles. We inspect the sheathing and replace rotted sections before installing new roofing material.
When the failure runs across the whole roof, tile roof underlayment replacement is one available route. This work is also called a lift and relay.
A leak beneath a tile roof does not automatically call for work at that scale. The job may amount to a flashing repair and a few replacement tiles.
Repair versus replacing the roof
The age of a roof alone does not settle the choice between repair and replacement. What matters is how far the damage reaches. A roof that fails in one place and a roof that fails throughout lead to different work.
